The only real alternatives to ethanol for a spray perfume are:
MMB, which evaporates faster than most other solvents. It won't give as good a boost to diffusion as ethanol but it's effective. It does have an odour of its own but it's not difficult to formulate a fragrance that will completely cover that.
IPA is even faster to evaporate than ethanol and will certainly boost diffusion, but it has a very strong smell which although it dissipates fairly quickly is difficult to disguise with top-note materials.
Other solvents are not really suitable for non-alcohoic fragrance, for example:
IPM is a fixative and will therefore tend to reduce sillage not increase it
DPG is thick and feels sticky on the skin.
Neither are effective in a spray.
